How the Clay County Clerk's office handles information you submit through this licensing portal.

What we collect

When you apply for a license, we collect the information you enter on the application form and any documents you upload. This typically includes:

  • Applicant name, mailing address, phone, and email
  • Business name, address, and ownership details when the license is issued to a business
  • Supporting documents specific to the license type (proof of insurance, certificates, photos, etc.)
  • Payment records — the office records the method, amount, and date. Card numbers are not stored on our servers; card processing is handled in person at the Clerk's window.

We do not collect Social Security numbers through the public apply form. If a license type requires one, the office will request it through a separate, in-person process.

Where it lives

Application data is stored in a Supabase Postgres database and supporting documents are stored in Supabase Storage, both hosted in the United States. The portal itself runs on Cloudflare Workers. Cloudflare may process request metadata (IP address, user agent) for routing and abuse prevention.

Who sees it

Submitted applications are reviewed by Clay County Clerk's office staff, the County Auditor, and the Clerk of the County Commission as part of the standard licensing workflow. Issued licenses and certain application records are public under the Missouri Sunshine Law (Chapter 610 RSMo). Records that fall under a Sunshine Law exception (closed records) are kept confidential to the extent required by law.

How long we keep it

Records are retained according to the Missouri Secretary of State's local-government records retention schedule. License applications and supporting documents are typically retained for the life of the license plus a fixed number of years; transaction records are retained for the period required for financial audits.

Cookies and tracking

Citizen pages do not set tracking or advertising cookies. Staff sign-in uses a session cookie required for authentication. The portal does not embed third-party analytics on the public-facing flow.

Requesting access, correction, or deletion

To request access to or correction of records the county holds about you, or to ask whether a record can be deleted, contact the County Clerk's office. Requests for public records (Sunshine Law requests) should also be directed there.
