Accessibility

We aim to meet the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA. This is the standard referenced by Title II of the Americans with Disabilities Act for state and local government services.

• Pages use semantic HTML landmarks (header, navigation, main content, footer) so screen readers can navigate the structure.
• Form fields have visible labels and are reachable with the keyboard. Validation messages appear next to the relevant field.
• Color is not the only signal we use to convey state — we pair color with text or icon labels.
• Focus is visible on interactive elements and pages render without a mouse.

We're aware of areas that don't yet fully meet our target:

• Some PDFs generated by the portal (license certificates, receipts) have not been audited for screen-reader tagging. Office staff can provide an accessible alternative on request.
• Several modal dialogs in the staff portal are not yet audited for focus-trap behavior. The public apply flow does not use modals.
• Some illustrative icons in the citizen flow rely on an adjacent text label rather than an explicit aria-label; this is being cleaned up.

If something on this site is hard to use with assistive technology, or if you need information that's only available through this portal in a different format, please contact the County Clerk's office. We treat accessibility complaints as a priority and will respond as soon as we reasonably can.

ADA Title II protects access to state and local government services. If you've raised a concern with the county and it has not been resolved, you may file a complaint with the U.S. Department of Justice Civil Rights Division at ada.gov/file-a-complaint.
